JOB DESCRIPTION: ICBRR SENIOR PROGRAMME OFFICER
Position title
: ICBRR Senior Program Officer
Reporting to
: Head of Delegation
Functional link with FRC Programme Manager
Position Objective
: Insure proper implementation of the activities under the ICBRR
programme frameworks through effective monitoring and adequate
technical support to Palang Merah Indonesia's staff.
Provide expertise and strategic advices to French Red Cross related
to Community Based activities
Location
: Jakarta with regular field visits to West Sumatra
Duration
: 12 months with possibility of extension
Starting date
: 1st of December 2011
The French Red Cross (FRC) is part of the global Red Cross / Red
Crescent Movement and is present in Indonesia at the invitation of the
Indonesian Red Cross (PMI) since 26 December 2004 tsunami in Nanggroe
Aceh Darussalam and Nias Island.
Since the very first days after the disaster, FRC has been active in
emergency respond and support wide range activities including the
rehabilitation of infrastructure and reconstruction of housing, school
and health facilities.
In collaboration with Netherland Red Cross, French Red Cross also
supports PMI for emergency respond during Padang earthquake in 2009.
In the field of long-term development, FRC has broadened its commitment
to contribute to the efforts towards the reinforcement of disaster
management capacity in Indonesia.
FRC is supporting Palang Merah Indonesia (PMI) to implement an
Integrated Community Based Risk Reduction (ICBRR) Programme in West
Sumatera Province.
Within this overall framework, FRC is currently seeking a Senior Program
Officer for the ICBRR programme.
Key tasks and responsibilities
- Responsible for monitoring the PMI in the management and
implementation of the ICBRR Programme in West Sumatera.
- Supports and advises the PMI (HQ, province and district
level) on programme management, with priority for the running activities
related to ICBRR Programme.
- Review submitted proposals/work plans submitted by the PMI,
evaluating them for soundness of programme's strategy and adequacy
of programme's administrative guideline
- (Based on the above) Prepare and present funding
recommendations for any activities proposed by implementing partners to
Head of Delegation
- Provide technical assistance to the PMI including conducting
orientation sessions, convening and leading workshops, roundtable
discussions/meeting and monitoring of activities as per agreed proposals
and/or work plans
- Review and compile reports from the PMI and provide
recommendations to Head of Delegation
- Technical support for the development of programme's exit
strategy, ensuring that the outputs of the programme are adequately
sustained within the support from the PMI.
- Ensure effective information-sharing and good collaboration
with local, national and international DM counterparts
- Produce accurate, regular and timely reports for the French
Red Cross (weekly, monthly) and ensure that clear information about the
programme is regularly made available
- Produce final reports that includes appropriate archiving of
all programme's documentations.
- Maintains good relationships with partners and donors.
- Upon request facilitates missions of representatives of FRC,
donors, partners, external consultants.
- Represents FRC in Disaster Management coordination meetings
with other partners or organizations within and outside the Red Cross
Movement.
- Develops and follows up on project agreements/MoUs in
collaboration with FRC HQ.
- Perform other tasks as required by the FRC Head of
Delegation, especially in the event of disaster.
POSITION REQUIREMENTS:
Education:
University degree in relevant discipline (Social Science, Development,
or other relevant fields). Master Degree is preferred.
Experience:
Experience in the field of DRR required
3 -5 years experience in the field of Disaster preparedness.
Significant experience in participatory and strategic planning, and
review techniques
Significant experience in program monitoring and evaluation
Experience with International Development or Relief or related
professional experience.
Experience in producing written documentation for technical and non
technical audiences
Experience working with Red Cross movements is an advantage
International experience is an advantage
Skills:
Excellent knowledge in working with program and monitoring tools such as
LFA
Good skill in proposal writing
Excellent knowledge of budget planning and reporting
Excellent communication skills both in Bahasa and English, in oral and
written;
Excellent knowledge in Microsoft Office;
Strong analytical skills;
Strong communication an interpersonal skills
Skills in analysis, research and development of IEC material is an
advantage
Ability to work in a diverse cultural context;
Ability to work effectively within a team environment;
Key Competencies:
Demonstrate professional competence, knowledge and understanding of
Disaster Management topics (preparedness, response and risk reduction)
Conscientious and efficient in meeting commitments, observing deadlines
and achieving results
Show persistence when faced with difficult problems or challenges,
remains calm in stressful situation
Ability to work independently, with minimal supervision, to develop
clear goals
